We had fleas and got new carpet, but the fleas are back. We have no pets.?

We are moving into a new apartment, but noticed fleas in the carpet before we moved in. They exterminated, but they were still there. Then they replaced the carpet and pads. I saw more fleas today. There are no pets bringing them in.
